Egypt to launch its largest Mediterranean gas drilling program in 2026 – what it means for investors
Egypt is gearing up for a new offshore chapter in 2026. According to
Petroleum and Mineral Resources Minister Karim Badawi, the country will execute its largest‑ever Mediterranean gas drilling programme.
At the centre is the Mina West / West Mena gas development (also referenced as “West Meina” in some reporting), designed as an infrastructure‑led project connected to existing facilities — a classic fast‑track approach aimed at shortening timelines and limiting capital intensity.
For international decision‑makers, the move matters because it combines three themes: energy security, execution speed (via subsea tie‑back), and a broader signal of renewed offshore momentum backed by major international operators.
Egypt has been navigating rising domestic demand, declining upstream output and a more import‑driven gas balance. LNG procurement has expanded rapidly, exposing the system to price volatility and supply‑chain risk. This drilling campaign is therefore positioned not just as “another project”, but as part of a strategic attempt to stabilise supply.
What exactly is being drilled?
Across Egyptian and international industry reporting, the programme is described as a four‑well campaign combining development and exploration. It includes:
- West Mena‑1 and West Mena‑2 (development wells), to be tied back to existing production facilities in the West Delta Deep Marine (WDDM) area.
- Sirius (near‑infrastructure exploration), aimed at assessing a shallower‑water reservoir to accelerate appraisal close to existing assets.
- A second exploration well in the North Cleopatra / Herodotus Basin area, referenced as Philox or Velox depending on the source.
Shell is the operator (60%), with KUFPEC holding 40%, working alongside EGAS.
The “speed lever”: why subsea tie‑back matters
A key part of the commercial logic is the subsea tie‑back concept: connecting new subsea wells to existing processing and export infrastructure. In practice, this can mean faster schedules, lower surface‑facility buildout, and a more manageable risk profile.
Operationally, the campaign is being executed with Stena Drilling’s STENA ICEMAX drillship, which Badawi visited during the start of drilling activities. Stena Drilling describes Stena IceMAX as a 6th‑generation, dual‑activity Ice‑Class DP3 drillship capable of operating in water depths up to 10,000 ft.
Expected output and timelines
Publicly referenced target volumes are:
- ~160 million cubic feet of gas per day, and
- ~1,900 barrels/day of condensate
Initial production is widely framed as by the end of 2026 (sometimes shortened to “by year‑end”, in the context of the 2026 programme).
Why now: Egypt’s gas balance in one snapshot
- Domestic output has been declining: Reuters describes a fall from >6 bcf/d in 2021 to around 3.5 bcf/d by April 2025.
- LNG imports hit records: S&P Global reports 9.01 million mt in 2025 (129 cargoes, 90.9% from the US) and forecasts 11.14 million mt in 2026.
- Regional supply dynamics matter: Reuters notes the sensitivity around Israeli pipeline gas deliveries and reported reductions amid regional tensions.
Against that backdrop, Badawi explicitly links the new drilling activity to incentive policies and to the objective of reducing the import bill while securing domestic supply.
The investor angle: what to watch
- Execution milestones (wells drilled, tie‑back installation, start‑up performance).
- Near‑infrastructure vs frontier results (Sirius vs the Herodotus Basin well).
- Industrial demand & procurement (LNG needs remain material even with new upstream increments).
